It's a referrer trick. It snags the referral url you're coming from, which contains your username if you're viewing the entry via your friend's page. Of course, if you view the entry via someone else's friendspage, that will screw it up.
Anyway, it can see the page url the image is embedded in, and uses that info to generate a "who're the last x people who looked at me?" image.
Which takes a lot of processing when a kazillion LJ users suddenly adopt this meme. Which is why it's broken and doesn't work now.
