Not really. From what I can tell, the lightning is synchronized to the music, and the guy is just standing there in a faraday suit because he's that desperate for cool points. He's not actually part of the musical process.
No, a Tesla coil can be turned into a musical instrument by modulating the break rate. It's called a Zeusaphone. You're right about the guy though. He's there to serve as the ground for the lightning and help make it look cool. His hand motions aren't actually impacting the notes.
